Make citeproc-php CSL styles configurable #234

What?

As initially discussed in #232 we can limit the list of CSL styles (currently 2,514) we download and provide as citeproc-php dependencies by deciding on a default set and making the list configurable. One option is to have a settings form that does what the drush command currently does with a small modification:

  1. Download the tarball to the temporary directory.
  2. Look through the archive and generate a list based on what is selected in the form.
  3. Extract the subset.
