e.g if a Source File is in S3://, your Final destination (global schema config is s3://) archipelago will attempt to compost the file but will fail (good!) but will not give up. This applies to any "unsafe" file. My impression and after asking @patdunlavey also, is that if unsafe today, pretty much sure it will be unsafe tomorrow, so better return instead of re-enqueuing for-ever.
