Configuration entity VS Content entity #7

On D7 the entity collection was a content entity. The initial draft of D8 version is switching to configuration entity.

Let's use this issue for a debate, to reach a decision.

https://www.drupal.org/project/workspace that is based on https://www.drupal.org/project/multiversion which works only with content entities, will be part of the D8.4 core, according to the Workflow Initiative people.
