Description

Update build.yml to use checkout@v4 to remove deprecation warnings.
Update build_and_publish_docs.yml to use pandoc/latex container and to ignore pdflatex command return code

Motivation and Context

Fixes the build/publish doc action which was failing.

How has this been tested?

Using the workflow-dispatch command to manually trigger the workflow on this branch.
