fmt: update to v11.0.0 #266

Description

Update libfmt submodule to v11.0.0.
Update affected components to ensure they compile (minor changes)

Motivation and Context

Keeping libfmt up to date means we get new features, performance improvements, and bugfixes :)

How has this been tested?

Building all examples in CI
