Description

Update espp submodule to latest version, including new espp::BasePeripheral and refactored peripheral components which subclass it.
Update Mt6701 config structure in main to change to new read function naming.
Add CI for automated static analysis, build, and release
Update clang format to change BMI styling to match latest in espp repo.

Motivation and Context

Keeps the code up to date and a good example for espp.

How has this been tested?

Building and running main on the BLDC motor test stand.
