Basically:

Refactor cmd*! utils to make it more usable (see commit message).
Add more features to make more dependencies optional
Allow a user to override cargo::workspace_dir with the environment variable CARGO_WORKSPACE_DIR (see function documentation).
Improve README, and a bit more docs
Upgrade bindgen
