Fix heroku config #77

changes env variable NEO4J_REST_URL --> NEO4J_URL
heroku config var does not contain trailing /db/data but this is still part of the full heroku neo4j db path

this fixes an issue I had with accessing heroku. However, the default heroku neo4j installation still has an issue, it complains 'No such ServerPlugin: "GremlinPlugin"'. Which hopefully is not really the case... do you know anything about that?

Neo4j no longer offers Gremlin on the free Neo4j Heroku Add On.
