Add permission for "/ps flag -g" command #334

Hi, I would like there to be a permission to set whether the player can use "/ps flag -g", so I prevent pvp from being set for non-members, and prevent bad combat or abuse with that. Thanks!

With allowed_flags in the block config you can control which groups are allowed to be set for the flag.
