region does not remove from the wither. the block breaks, but the region is not removed.

If u look private_1.toml will see

flags = [
    "pvp allow",
    "tnt allow",
    "other-explosion allow",
    "creeper-explosion allow",
    "wither-damage allow",
    "ghast-fireball allow",

Explosions're admitted for all that.
