Combine PR and BT language packs #1

It would be preferable to have strings for both pt and pt_BR in the language 
pack, so that the most appropriate locale can be selected by the user and so 
that strings which have not been translated into one locale can use the value 
of the other locale.

Currently the pt strings are really pt_BR for 4.0. The language pack should 
contain pt strings that are Portugal-centric, and then override them 
appropriately with pt_BR strings that are Brasileiro.

The work has been done at CrowdIn, but all the files need to be renamed before 
committing them here.
