Put language pack into source control #2

If we start tracking the language packs in source control, they will be much 
easier to correct and update.

I did this very quickly, starting with the 3.4 language pack and sort of 
merging into it the 4.0 language pack. The result is inconsistent and messy. It 
needs lots of cleanup.
