General issue report

The commit with the hash ef699e70ade66d3ae7176a17fa85efd28630f6ee fixed a mistake that was preventing compiling application tracing with UART tracing support over SystemView. However, this fix has not been back-ported to v5.1.2 of the IDF, so users of that version are not able to perform UART tracing with SystemView.
