Enable GVA discreteOnlyOpenClose attribute in Internal Blinds (MEGH-3837) #170

I am using internal blinds in ESP Rainmaker. My blinds motor only supports opening and closing functionality, due to which it doesn't make sense to use blinds position param with ui slider. Please add an option to only show toggle to blinds with "open" and "close" option. Also discreteOnlyOpenClose is hardcoded to true due to which openPercent option is there in Google Home instead of just open and close.

@shahpiyushv Please look into this

Its similar for the garage door. I just coded an update to drive it to 0 or 100%. My use case is mostly voice control
