compile needed libs for the C2. PR https://github.com/espressif/arduino-esp32/pull/8881 needs to be merged before this PR

@Jason2866 everything is good now. C2 will be skipped when libs are built by the cron job, can be specified to be built. Everything goes well and compiles with Arduino IDE.
