Changes

In this PR, the network_provisioning is added to extent `wifi_provisioning`` component to encompass broader network provisioning, and Thread provisioning support is added to this component.

• The protobuf files define the protocomm packet structure for both the Wi-Fi and Thread provisioning.
• esp_prov python script under network_provisioning/tool/esp_prov could use the new python proto generated files to finish Wi-Fi and Thread provisioning
• The wifi_prov example was added . And esp_prov.py can send Wi-Fi network configuration and Wi-Fi scan commands to this example.
• An thread_prov example was created. And esp_prov.py can send Thread network configuration and Thread scan commands to this example.
• Test step is in the README file of the examples and the result log is also in the README file.

• Add CI tests for both the examples
