Quick assign option when added either Boardgames or Roleplay books #216

"Save and assign to BG", "Save and assign to RP" instead of group and then select committee

At the moment, the committee assign page has two versions. One where the only possible committees are the committees you are a part of and the other allows for selecting any group, if only one choice is possible, it automatically selects that one.. The latter is activated when the user has the relevant maintain_ownershipsfor{X} permission. Possibly you want to revise that particular set-up.
