Upgrade to Django 4.x and other dependencies #345

Django 3.2's LTS ended last month. We should upgrade to at least Django 4.x (preferably an LTS version) Some dependences also have new major versions:

django-import-export
martor (also see #325 ); also depends on bleach, which has been deprecated
django-debug-toolbar (requires Django 4.2+)
