Adds cedar and replaces homepage list with chart #57

Do not merge. Need to get this PR merged first: https://github.com/esridc/openfda/pull/52

Adds Cedar to project, and replaces landing page generic list with interactive Cedar bar chart. Clicking the chart will allow user to select that state, after PR mentioned above is merged.

@ajturner all set to merge now, needed to grab a few changes from those other PRs.
