Adding filtering

Adds ability to filter by date range and status. One note, I was getting zero results nationwide for recalls in short time ranges (i.e. last 7 Days as show in mock), so opted to go 6 months, 1 year, and 3 years as options. This can be changed, but seemed like a better experience than consistently 0 results for 7 days.

Agreed - if the data was on a more live cycle then this might make more sense - but they are only updating once or month or so....if that.
