Justification (why is this change necessary?): Need to reflect new open source license for script

I suggest the following changes: Making a note that we need to update readme page with the new citation for the FLMD script. I'll make the change and will close issue when new citation is added.

Since the team that developed the script provided a recommended citation on their own readme file, I added this to our "related references" section, and will now close the issue. The citation provided for the code is:
