Fixes metacat upgrade issue.

Description:

Adds two configurations files into the JSON-LD skin directory from metacatUI default skin dir.

Issue ess-dive/ess-dive-project#127

Summary of changes:

Copied the following files into the JSON-LD directory:

• metacatui.properties
• metacatui.properties.metadata.xml

Testing:

In order to test this change, you need to upgrade your local metacat container. NOTE: I recommend taking a backup (or copy) of your local data volume before testing.

• Use the ess-dive-appstack to test building an image using it (version 2.12.1) .
• Add metacatui as a skin in your ess-dive-mn.properties file using the following documentation (You'll find the config change by the end of the wiki file regarding skin config)
• Change the image tag in your docker-compose file to be 2.12.1-p46
• Run your local stack.
