Issue 14 refactor scripts #15

Tried my best to refactor this, but a few uglies still exist.

But I have tried to factor out some common functionality and duplicate code into config/scripts/base.sh introduced a localconfig.sh for every detector edited the various start and stop scripts. Put my own files into config/mjc added a nwcheck (currently a ping check) and other small stuff. The whole thing should be a little more clean, but it is not perfect.

there should be less code than before, but I also added a grafana dashboard json file so the total appears to have increased.
