fix: various fixes to server #136

Adds http2 connections only to rest server with max connections handled.
Adds maximum db connections
Fix bug in encoding hash of intent
Fix bugs where empty queries were made
Fix bug where a solution could only be solved once

[x] Make memory db behavior the same as rqlite
