[ ] Should take an ordered list of state reads, decision vars, transient data.
[ ] Performs the state read (on pre state only).
[ ] Returns keys and values actually read.
[ ] Returns the state slot values produced.
[ ] Add function to output the keys and values as HashMap<ContentAddress, BTreeMap<Key, Value>>.
