make a github release for 1.28 #118

did you forget to make a github release for 1.28 the changelog shows that 1.28 is released, but github shows only 1.27 in the release tab as the latest.

I've done that release but IIRC there was some error with uploading it so it was only in my local copy. Anyways, it's fixed now. Thanks for the reminder!
