Whatever I did in #168.. sigh. Obviously not correct. This should properly fix it.

Verified working with this commit:

$ ./manifest-tool --docker-cfg=/home/ubuntu/somefile.json inspect NNNNNNNNNN.dkr.ecr.us-east-2.amazonaws.com/testimage:latest
