Use new endpoint to fetch details about user's access

Depends on https://github.com/estuary/flow/pull/1530

Wired up new RPC for user_info_summary
No longer fetch payment details for estuary_support roles since they never saw payment notifications
Update all over to use the new flags
Call mutate when one of the settings could change (like access was removed/added)
Create a new list that acts more like the old tenant list.
Cleaned up old calls and fetchers that were no longer needed / not being used anyway

Update the hidePreview check to handle when the user does not have access to the tenant and return a maybeSingle response.
