feat: refund furniture #9

This change adds Config.RefundFurniture to the config with a default value of true. When true, a furniture's value is added back into the bank upon deletion / wipe.

Thank you 😄 I just noticed that I missed the refund when properties are sold & furniture is wiped due to Config.WipeFurnitureOnSell. Just pushed a commit for that part.
