Update Galaxy tool #56

The current tool description is out of date, and also doesn't pull in its dependencies automatically.

Pending #39 -- the CWL tool will pull in its dependencies, apparently the New Way for Galaxy tools.

See also #299 -- the Galaxy tool description might be broken now due to bit rot. Look into it, and fix if necessary.
