Added administrative level field to levels #31

This pull request adds an administrative level field to level model (and export).

Name is taken from udata (see https://github.com/opendatateam/udata/blob/master/udata/core/spatial/commands.py#L57) Weight are imported values from https://github.com/opendatateam/udata/blob/master/udata/migrations/2017-01-05-geozones-admin-levels.js#L6-L8 and https://github.com/etalab/udata-gouvfr/blob/master/udata_gouvfr/migrations/2017-01-05-geozones-admin-levels-fr.js#L6-L12
