Remplacer l'image de base elixir par hexpm/elixir #21

J'ai posé la question sur Slack:

what's the difference between the images provided at https://hub.docker.com/_/elixir and those at https://github.com/hexpm/bob#docker-images?

(nous utilisons la première).

La réponse:

https://hub.docker.com/_/elixir come from https://github.com/c0b/docker-elixir, which is a community project it just happened to be the first provider of elixir docker images the images of bob are imo preferable because their building/updating is managed by the hex team and mostly automated

On basculera sur les images de "bob", car le projet est automatisé, géré par la team de "hex", et fournit également des possibilités plus déterministes sur le choix des versions d'OTP.
