Fix commas in version 4

AFAIK punctuation in sitelen pona is not standardized, but imo it would be a good idea to have standard punctuation marks work well nasin nanpa. In this regard, I've noticed a regression, and commas work well in version 3, but not in version 4, where they appear stacked under the preceding symbol.

Here's some screenshots:

I haven't really tested out other punctuation marks; but from what I can tell everything else works fine. Only the comma is consistently misrendered.

This is due to the tally-mark cartouch system. Maybe it should be limited to working within cartouches
