Dashboard front-end

I'll run through all the changes in the order they appear under "Files Changed" so that if you open up the file changes and this description at the same time, you can just go down the list:

• build.xml: instead of saving short revision hashes, save long ones; add moment.js library
• api documentaton for ext and ext/datacounts
• css for dashboard
• add helpers for Backbone view templates
  • helpers/all.js gathers together all of the different helpers into one object
  • helpers grouped into categories: bootstrap, datetimes, entitylinks, numbers, and strings
• new Backbone models: activity and data_counts (replaces data_set)
• moved templates and views for dashboard stuff out of common into dashboard (so lots of "deleted" files)
• added reference to moment.js in common_config.js
• add models, views, and data initialization (with test data) to dashboard/controller.js
• wrote a group of templates for different specific activity types (templates/activities.html)
• the generic activity_item template uses the above sub-type templates
• wrote app_status and data_summary templates
• wrote activity_item_view, which prepares the sub-template for different activity types
• moved app_status_view and data_summary_view from common (so several "new" files)
• changed the layout of the dashboard so that the app status panel is below the activity list.

Let's hold off on merging this until we're actually done with the dashboard.

In the future, giant features like this should be accumulated in branches with names like dashboard (this branch). Sub-topics within those should be in other branches like dashboard-api-docs or dashboard-views or something. So if I'd done this right, ideally we'd be merging these commits into the dashboard branch, from some other sub-topic branch.

In the mean time we will just merge other dashboard sub-topic branches into this one, test this one thoroughly, and then merge into master when we're all done.
