Totally new things:

app status API docs
app status API controller
tests for datetimes helper and app status BB view

Updates:

finish app status BB model and view
fetch app status in controller

Pulled in several recent additions from master and dashboard to make sure all this still works. Tests pass and no errors, so I'm merging it into dashboard.
