Create the controller and model for the code_summary portion of the Extended API.
Given the structure of the API, I suggest creating the following two files:
controllers/ext/code_summary.php
models/???/code_summary_model.php
I'm not sure how we should organize our models folder, but just find somewhere to put it right now. Probably this API controller is the only thing that will use it for a while.
