block listing `uncleBy` is not an orphan #3

15557522:0xd56ecd9dab331f2236986f76c77b4b7875144a34526c8ed44bd2eea111c3fe01 fills the uncleBy field (as 0xd6983612708224991949711959c0658e10dba3d961eebb96cb86948e6776fba9) but is not stored as an orphan.

Further, and surely related, there are two blocks at 15557523 stored as canonical.

I have another copy of this data from my local development runner. Different database outcome.
