[Tracking] etclabscore-develop branch and associated PRs

@tzdybal PRs #107, #106, #105, #97, #96, #95, #94, #93, #92, #91 are "stacked," and want to be merged in reverse numberical order (the latter builds on the former), eventually based on #82. I broke them down into individual PRs to hopefully give some degree of informative visibility about direction individual challenges and solutions.
