Progress bar on the top of the screen when loading #214

This is something I've seen other sites (including GitHub) use to indicate the page is loading without being disruptive (i.e. actually reloading). I think it would be nice to have. Any thoughts?

Could you give some examples of where this would be used?

Just in general when the page is changed, I would think. There might be some pages to turn it off on, but I think it would make sense for most.

I think we should pass on this - pages with non-negligible loading times already have other loading indicators
