Handle linked versions in release generator #181

We should have a parameter to configure release-please with the linked-versions plugin and have future calls to release-package also properly add the component name to the group

Started looking into the possibility of setting up multiple linked-versions plugins with one GitHub release/tag created per package group. Ran into https://github.com/googleapis/release-please/issues/1778, but once that is resolved it looks like it should work
