Locked Vault and Crusher make things jump around. #1491

These two are repeatedly appearing and disappearing from the boost lists. It makes things jump between 3 states and is quite annoying.

I suggest that after they have been seen once, they be permanently on. The content of the text can just change as needed if it is unavailable at the moment.
