Italian Plumber Notification #929

Ever since I got italian plumber I've just been assuming it's been going off, yet I can't really see anything it's doing. Since it goes off every mNP though it'd be annoying and laggy to have a thing pop up every time it goes off, but could it put a message in the log every 11 mNP or so?

Currently it surpresses notifications, otherwise it just floods the log and the screen.

We need some non-invasive non-flooding kind of notification for this sort of thing. Such as in the log, each time Italian Plumber happens, "Italian Plumber happened N times this NP" increments by 1 in the log, for each thing which happens a lot of times throughout an NP.
