Mapping TEAM engine status to ETF TestResultStatus #111

Skipped (status=SKIP) and failed (status=FAIL) tests can either be mapped to NOT_APPLICABLE or SKIPPED in ETF, depending if the steps are config steps (is-config=true).

Further analysis is required: te-res-xs.xml.
