Report XSLT lacks a language fallback mechanism for TranslationTemplateBundles #172

If the english translation of an error message is missing in a TranslationTemplateBundle and the report is requested in another language, then it will be generated incompletely.

This can be fixed by implementing a fallback mechanism:

first fallback should always be "en"
second fallback should be the first entry
