add minutes (41st SG meeting) #123

Apologies, I thought I had published the pull request for the draft minutes already.

The repository changes have all been made directly after the meeting. With regard to the action regarding the JRC branches, it was not clear to me, to what extent this has been done (some of the repositories have branches others not).

Thanks @cportele for the PR. It's all fine with us. We did not create the branches as we were waiting for confirmation that the renaming was completed - I have done it now for the 3 repos we agreed (bsxtd, etf-webapp, etf-bda), perhaps you want to flag this task as done and update the PR?
