Maybe we need a checklist for the TC and this could be one point. My feeling was that the submitters are unlikely to know the effects.

Yes, good point.

My feeling was that the submitters are unlikely to know the effects.

But they should at least consider compatibility issues before submitting a proposal. And for those that have done an analysis, they should have a place to document known effects or that there are no compatibility issues.
