Added the minutes of the 6th SG meeting on 2018/11/06.

The minutes look fine, just for clarity change "ETF RC 2.0.0" to "ETF 2.0.0" (in two places). You could add "(4th release candidate)" after "... since January 2018" to clarify the basis for the release.
