set rpath to $libdir and via @@GTL_LIBRARY@@ to spack gtl library dir in mpich compiler wrappers

TODO: jfrog needs to be updated after merging

Updated tarballs are here: clariden:/iopsstor/scratch/cscs/simonpi/archives

Tested with osu_bw on clariden and manually using mpic++ from the env.
