Enable Grace-Hopper on Santis through:

adding cray-mpich 8.1.29 for nvidia toolchain
adding package.py files for nvhpc and cuda to the stackinator repo
- to provide the latest cuda 12.3 and nvhpc 24.1 for spack v0.20 a v0.2
adding an up to date aws-ofi-nccl package that enables support for NCCL on Slingshot 11
