add mpich 8.1.29 for aarch64 #171

https://github.com/eth-cscs/stackinator/pull/169 should be merged along with it. CPE also always links to xpmem, one can set export MPICH_SMP_SINGLE_COPY_MODE=CMA or MPICH_SMP_SINGLE_COPY_MODE=xpmem (default xpmem) at runtime.
